Summary of Position
The position is responsible for providing support to the Fort George G.
Meade Installation Restoration Program (IRP) and Military Munitions Response Program (MMRP) to meet IRP and MMRP program requirements in accordance with applicable Federal, State, and Army regulations.
Activities include oversight of site investigations, monitoring well installation sampling, removal and remedial activities, operations and maintenance, performance monitoring, long-term monitoring programs, land use controls, and site inspections.
Duties & Responsibilities
Oversee field teams and subcontractors as needed;
Perform program and project oversight including schedule and technical evaluations of contractor work performance and product, and their adherence to Army regulation, project scopes of work, and Federal, state, and local laws;
Monitor technical progress of each cleanup program project;
Document program requirements under the Comprehensive Environmental Response, Compensation Liability Act (CERCLA)/Superfund Amendment Reauthorization Act, National Priorities List (NPL) and Resource Conservation and Recovery Act (RCRA);
Provide compliance monitoring and documentation of field efforts;
Provide oversight and tracking of environmental document inventories and administrative records;
Prepare and provide briefings, correspondence, and reports to installation personnel, the Army Environmental Command, regulatory agencies, contractors, and other groups;
Provide coordination and support for various meetings including Restoration Advisory Board and public meetings;
Develop Project Work Plans and provide technical reviews of innovative technologies, technical infeasibility waivers, new strategy development, potential regulatory impact and enforcement liability of impending legislation;
Provide IRP and MMRP information to complete installation excavation requests;
Provide input to the Defense Environmental Programs Annual Report to Congress;
Plan, prepare, facilitate, and present briefings on Installation's IRP and MMRP and associated goals and status; and,
Other duties as assigned.
Minimum Qualifications:
Bachelor's Degree in Environmental Engineering, Earth Science, Geology, Biology or other relevant field of study;
Previous experience with the CERCLA process and Installation Restoration and Military Munitions Response Programs;
Experience with environmental sampling, investigations, well installations and monitoring;
Knowledge of Department of Defense (Army-preferred) guidance and procedures;
Excellent written and verbal communication;
Proficiency with Microsoft Office applications, including Access;
Ability to effectively work independently and as part of a team;
A valid state driver's license;
Ability to satisfactorily pass pre-employment and post-employment drug and alcohol tests;
Ability to meet access and background requirements at Fort George G.
Meade.
Preferred Qualifications can include:
40 Hr OSHA training
