Job Description Under limited supervision, manage and direct the engineering efforts of the Facilities Management and Development department, including the development, implementation and monitoring of management systems for the control, effective utilization, periodic recommissioning, life-extension, and life-cycle replacement of all building systems at sites that are owned, operated or affiliated with the University of Maryland Medical System.
Principal Responsibilities and Tasks The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification.
They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
Engineering: Plans, organizes, directs and supervises the functions and activities of engineering in accordance with department and organizational plans and objectives.
Establishes, maintains, and updates engineering records, statements of construction, facility drawings for all facilities and building systems.
Establishes and maintains plant engineering technical information, including current applicable federal, state, local and industry codes and regulations, equipment manuals and engineering studies.
Monitors existing standards, codes and regulations and keeps up to date on changes and new requirements, including The Joint Commission, Life Safety, Building Code, ASHRAE, and state and local regulations for plant construction and operations.
Establishes, maintains and communicates engineering and design guidelines, and quality and performance standards for building system replacement or construction.
Effectively communicates these standards to project managers and designers to ensure systems standards are being maintained during the design, procurement, installation, repair or replacement of plant engineering systems.
Reviews projects' plans and specifications to ensure compliance with established standards and guidelines and validates plant functionality.
Assures compliance with standards of all accreditation and regulatory bodies and commissions, such as the Hospital Safety Committee and The Joint Commission.
In conjunction with administration, establishes and manages a property insurance program, including coordination of insurance carrier inspections and project reviews with Risk Management, and oversight of highly protected risk (HPR) rating.
Recommissioning: Monitors, inspects and evaluates physical plant capability of the hospital complex, including mechanical, electrical, and building systems, with the express purpose of recommissioning to design standards and maximizing functionality.
This includes but is not limited to systems for heating, ventilation and air conditioning (HVAC), electrical power, emergency electrical power, elevators, fire suppression, fire alarm, water distribution, sanitary waste, and medical gases.
Evaluates plant operations' programs for proper maintenance and operation of plant equipment.
Evaluates the adequacy of and assists the Operations Groups in developing training programs for personnel responsible for technical equipment systems and their operation.
Develops guidelines for programs and program improvements which are based on engineering expertise and code, industry, manufacturers' and design requirements.
Troubleshooting and problem solving: Communicates with medical staff, administrative support staff, department managers, directors, and senior management regularly, regarding physical plant functionality and capability.
Identifies and resolves problems, obtains necessary information and ensures users understand system shortfalls and are adequately trained in plant safety procedures and operations (as needed).
Communicates with various allied health corporations, insurers, inspectors, consultants, skilled tradesmen, and equipment manufacturers to obtain information relating to the effective, efficient and safe operation of physical plant systems.
Analyzes problems in system functionality, identifying shortfalls and developing both long-term and interim plans of action which maximize plant capability and minimize initial and life-cycle cost.
Interfaces with operations personnel and customers ensuring problems and corrective actions are properly investigated, analyzed, understood and resolved.
Capital Planning: Plans and programs the infrastructure and plant capital replacement program, both near-term (up to 5 years) and long-term (beyond 5 years).
Develops and maintains capital requirements reports that reflect best life cycle replacement strategies.
Develops and maintains infrastructure capital program that coordinates capital sources and uses based on prioritized life cycle requirements.
Develops guidelines for Master Facility Planning process.
Projects clinical program infrastructure requirements based on UMMS capital planning processes and includes infrastructure master plan.
Energy Management: Develops and implements management systems for the control and effective and efficient utilization of all mechanical, electrical, and building systems, specifically including space inventory management, utility distribution and consumption, and HVAC, electrical power, emergency power, steam, medical gases and other utility distribution and capacity.
Forecasts needs, identifies shortfalls and recommends cost effective solutions.
Ensures interim measures are identified, recommended and effectively communicated to ensure existing capacities are not exceeded and functionality is maximized.
Plans and programs energy conservation measures.
Corporate Property Oversight: Represent interests of UMMS space user for all sites.
Monitor tenant fit-up and occupancy.
Create capital expenditure budgets.
Work with Leasing, Facility, Planning, Safety and Real Estate Managers to evaluate variances and implement corrective action plans.
Review monthly financial reports.
Review property manager recommended business strategies.
Oversee and resolve any operational and/or maintenance concerns.
Supervise performance of Facility Management personnel.
Evaluate services of maintenance, security, housekeeping, concierge services, etc.
Coordinate engineers, contractors, architects and vendors.
Ensure process for tracking work orders.
Review and approve maintenance and service contracts.
Oversee lead-based testing process and tracking.
Ensure process for maintenance purchases.
Oversee purchase order process.
Coordinate emergency call policy.
Direct all UMMS Facilities Management staff annually.
Human Resources: Directly supervises the performance of plant engineering staff, including hiring, terminating, disciplining, training and development, and performance review in accordance with Human Resources policies and procedures.
Establishes standards of performance and productivity.
Determines staffing needs.
Assures appropriate administration of personnel policies and procedures by subordinate staff.
Establishes performance standards and measures performance against those standards, ensuring appropriate action is taken when standards are not being met.
Ensures accurate and timely production of work, and efficient and effective engineering operations.
Coordinates functions and activities to achieve department objectives and comply with regulatory requirements.
Evaluates Operations Group and Design/Construction Group personnel effectiveness and strategizes training and implementation programs to improve performance.
Oversees and directs the work of Architects, Industrial Hygienists, and Engineers and consultants.
Keeps abreast of current regulatory (federal, state and The Joint Commission) information/guidelines and new, related hospital policies.
Maintains required records/documentation standards for personnel, The Joint Commission, and other regulatory requirements.
Maintains current knowledge of new developments in the electrical field.
Qualifications Education and Experience Bachelor’s Degree from an accredited college or university in Electrical, Mechanical or Civil Engineering, or related discipline or equivalent is required.
Registered Professional Engineer's license within the state of Maryland is required.
Eight years professional experience in electrical, mechanical or civil engineering, or equivalent, is required.
Included in minimum experience, four years project management/team leader supervisory experience is required.
Knowledge, Skills and Abilities Comprehensive knowledge of federal, state and local electrical, mechanical standards, codes, designs and regulations pertinent to the hospital environment is required.
Knowledge of mechanical engineering systems and equipment, such as, sprinkler systems, ventilation and mechanical components.
Demonstrated knowledge of computer system management, Computer Automated Design (CADD), and Microsoft Office Suite.
Demonstrated use of electrical power measuring and monitoring equipment, as well as the use of mechanical air/gas/fluid measuring and monitoring equipment, mechanical systems and computer-based operating systems.
Proficient knowledge of The Joint Commission, local, state, and federal codes, building codes and industry standards in mechanical and electrical fields.
Ability to analyze electrical consumption data and determine utilization reduction alternatives.
Demonstrated ability to oversee, schedule, coordinate and direct project activities, assign and monitor work, make decisions on methods of design and construction and evaluate performance.
Highly effective written and verbal communication and leadership skills are required to effectively work and interact with project engineers, consulting firms, administration and support staff and to draft technical specifications.
