ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months.
The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.
CLASS DEFINITION A Construction Building Inspector I conducts on-site inspections of new building construction or renovation projects of lead contaminated residential homes to ensure contract and specification compliance or to conduct energy assessments.
Work involves no supervisory duties or responsibilities.
Incumbents receive moderate supervision from a technical superior.
Employees in this class work a conventional workweek, but may be required to work evening, weekend and holiday hours on a 24-hour on-call basis.
Work is performed at construction sites where incumbents may encounter dust, mud, noise, heights and inclement weather conditions.
Work requires minimal physical exertion.

) Conducts initial intake assessment of residential homes and properties that have been identified with lead contamination.
Inspects new construction and existing building alteration or renovation projects to ensure conformance with contract and documents and applicable building, zoning and safety codes.
Inspects lead contaminated residential homes for renovation projects to ensure conformance with contract documents and applicable lead removal safety codes.
Conducts energy audits and energy analyses of residential properties in order to make them more energy-efficient; makes site visits to engage in data collection and analysis; prepares energy assessment reports; and prepares heating system upgrade, replacement specifications and cost estimates.
Reviews drawings, specifications, cost estimates and materials lists; secures samples of materials for compliance with contract documents and codes.
Conducts clearance visual inspections of properties once renovations have been completed.
Maintains on-site project records including correspondence, drawings, daily reports, time and materials records.
Inspects such components as footings, floor framing, completed framing, chimneys and stairways to ensure compliance with building, grading, zoning and safety codes and standards.
Attends progress meetings for special on-site meetings; consults with property owners, architects, engineers and contractors to discuss and resolve field problems.
Reviews certified payrolls with contracting personnel; verifies compliance with minimum wage requirements and job classifications, prepares evaluation reports and reviews contractors' payment requests for approval.
Performs related work as required.
MINIMUM QUALIFICATIONS On or before the date of filing the application, each candidate must: EDUCATION: Have graduated from an accredited high school or possession of a GED certificate.
AND EXPERIENCE: Have three (3) years of experience in one of the building trades or in building and construction inspection work or in lead abatement inspection.
OR EQUIVALENCIES: Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS AND CERTIFICATES: Positions in the Department of Housing & Community Development Lead Hazard Reduction Program requires that within one year of employment, you must have and maintain certification as a Risk Assessor issued by the Maryland Department of the Environment.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES Knowledge of materials, methods and techniques of building and other structural construction work.
Knowledge of construction codes and standards.
Knowledge of safety practices and procedures including OSHA rules and regulations.
Ability to read and interpret drawings and specifications.
Mathematic ability.
Ability to communicate and deal effectively with others.
Ability to maintain records and write reports.
