In 2023, Civic Works launched its low-income solar installation and roofing services program, providing free services to 17 Baltimore City homeowners.
With key partners and funding in place, Civic Works is now poised to rapidly scale the program to serve 150 low-income households over the next 2 years.
Civic Works is adding a full time Roofing Service Manager to support the continued development of our low-income solar program by providing crucial staff management, roof assessments, site monitoring and project reporting for the program.

Position Summary The Roofing Service Manager will support Civic Works’ Baltimore Shines program, with a focus on expanding access to solar for low- and moderate-income Baltimore residents.
The Roofing Service Manager will work in a startup-like environment requiring significant amounts of independent work, operational flexibility, and the development of internal processes and procedures.
Working under the Solar Program Manager, the Roofing Service Manager will be responsible for conducting roof assessments and roofing and solar site visits and quality control inspections.
The Roofing Service Manager will receive operational support from the Roofing Service Technician and will be responsible for managing this staff member.
The Roofing Service Manager will provide support across the Solar program and will collaborate with staff across Civic Works’ Energy Programs.
Primary Responsibilities: I.
Staff Management Manage and assign key tasks to the Roofing Service Technician.
Recruit, supervise, lead, retain and continuously develop the skills and abilities of program staff.
Utilize an equity and inclusion lens in managing staff members and the program.
Identify and support career advancement plans, identifying internal and external opportunities for professional development.
Work with the staff members to set and communicate performance standards that are specific and measurable.
Provide regular feedback and coaching.
Create a strong team environment that fosters cooperation, interdependence, commitment, and the incorporation of lessons learned.
Evaluate all aspects of team effectiveness and continuously improve program operations.
Analyze data in order to identify areas for improvement.
II.
Conduct Roof Assessments Assess flat and pitched roofs to verify if they are suitable for solar.
Create a scope of work and cost estimates for flat and pitched roofs that require roof replacement, repairs or cool coating.
Obtain and analyze roof core samples where applicable to complete scope of work.
Create detailed rooftop maps documenting roof layout, dimensions, and penetrations (pipes, vents, etc) as needed.
III.
Conduct Site Visits and Quality Control Inspections Conduct site visits to document solar and roof work before and during construction.
Conduct quality control inspections for solar and roof work after the completion of construction.
Support the management of project schedules and submit progress logs and reports to ensure timely, safe and code compliant installations.
Build and maintain relationships with clients and subcontractors.
Ensure all safety protocols are followed during the survey process.
Identify and document jobsite hazards and participate in risk management strategies.
Support site visits for inspections by funders such as Baltimore City or MEA.
IV.
Management of Company Vehicle, Tools and Tech Devices Responsibly drive a company vehicle to and from work sites regularly.
Ensure the interior of this company vehicle remains clean and keep the vehicle stocked with the appropriate tools and materials.
Ensure company tech devices utilized in conducting job responsibilities (cell phone, iPad) are kept in good working condition, coordinating with technology staff as needed.
Alert Solar Program Manager about any vehicle issues, broken tools, or inventory needs.
Secondary Responsibilities: Conduct other in-person activities supporting project progress, including meeting clients at the Civic Works office or at their home to scan or retrieve key documents for the Baltimore Shines Intake process.
Attend in-person and virtual team meetings.
Performs other duties as assigned by the Solar Program Manager.
Education and Experience: 8-10 years or more of roofing service technician experience is required.
Experience in working on all types of roofs.
Experience in solar is highly preferred.
Proficient at soldering all types of metal is a plus.
Bilingual (English and Spanish) capability is a plus.
Experience in site surveying, data collection and input is a plus.
Experience driving company vehicles and a valid driver’s license.
OSHA 30 certification required within 3 months of hire date (Civic Works will cover cost of training).
Proficient in reading and understanding design plans/blueprints.
Experience working in and creating diverse, equitable, and inclusive environments preferred.
Skills and Abilities: Physical requirements: ability to climb ladders, lift and carry up to 50lbs, and stand consistently for a full workday.
Comfortable and experienced using extension ladders and/or scissor lifts.
Comfortable and able to work on all types of rooftops and around energized electrical equipment on a regular basis.
Able to set up all types of ladders and climb up leaders to access flat and pitched roofs according to proper safety precautions and protocols.
Ability to utilize electronic systems for communications, correspondence, and documentation.
Proficiency with Microsoft Office and Google Suite required.
Excellent written and verbal communication skills, including email and phone etiquette with customers and colleagues.
Strong initiative, time management skills, and ability to excel while working independently.
Organized, detail-oriented, self-starter and able to manage multiple projects simultaneously.
Exceptional personal responsibility for meeting goals and a track record of success.
Ability to prepare and submit accurate and reliable reports in a timely manner.
Ability to collaborate and communicate effectively with coworkers and external stakeholders.
Ability to accept and effectively utilize constructive feedback to improve performance and deliverables.
