*AGENCY OVERVIEW* The mission of the Mayor’s Office of Immigrant Affairs is to promote community wellbeing, economic development, and the integration of immigrant communities.
The Language Access project seeks to achieve equitable access by creating effective policies, procedures and a major culture shift to serve immigrants and refugees with limited English skills.
In addition, this position will provide support to MIMA’s director to advance the mission of the office.
*JOB DESCRIPTION* This position will help build capacity to serve Limited English Proficient (LEP) residents.
More specifically, this position will assist city agencies with language access, especially as related to programs funded by the American Rescue Plan Act (ARPA).
The Language Access project seeks to achieve equitable access by creating effective policies, procedures and a major culture shift to serve immigrants and refugees with limited English skills.
This project seeks to remove linguistic and cultural barriers across city agencies providing services and resources created as a result of the pandemic.
This position will provide direct, intensive assistance to City agencies throughout the design & implementation process for any program that provides relief or resources for City residents.
In addition, this position will provide support to MIMA’s director to advance the mission of the office.
*ESSENTIAL DUTIES AND RESPONSIBILITIES* Project Management (60%) * Coordinate and standardize a process for language access services.
* Develop, implement, and evaluate policies and procedures for the City’s Language Access Program related to ARPA resources.
* Train language access liaisons and respective staff on how to work with LEP populations.
* Update and continuously improve training curricula and materials.
* Serve as an advocate for immigrants and immigrant support initiatives and services within the City of Baltimore.
* Review public-facing projects funded by ARPA to continue MIMA’s efforts in being proactive in providing technical assistance.
* Monitor implementation of that plan, partnering with community advocates in carrying out some outreach activities with MIMA’s outreach team.
* Provide technical assistance and language access services related to (ARPA) funds and resources.
* Maintain an awareness of current language access laws and maintain compliance.
Outreach Across Agencies (20%) * Staff and work in partnership with the Language Access Oversight Committee (LAOC).
* Work with MIMA’s leadership to provide coordination and direction to City Departments in initiating and responding to immigrant needs and enhancing the accessibility of city services to immigrants and foreign-language speakers.
* Collaborate with MIMA outreach coordinator to effectively communicate updated resources with MIMA partners and city residents.
Reporting (10%) * Maintain a formal written documentation of policies and procedures related to the City’s Language Access Program.
* Track all data, funding expenditures and resources used to include in reporting documentation for the Mayor’s Office of Recovery Programs (MORP).
* Write formal project reports on a monthly and quarterly basis as required by MORP.
Miscellaneous (10%) * Other duties as assigned.
*REQUIRED QUALIFICATIONS* * Bachelor’s Degree and at least three years of professional experience OR at least 3-5 years of professional experience in project management required.
* Knowledge of the unique needs of and/or experience working with immigrant communities and LEP population.
* Strong oral and written communication skills.
* Excellent computer skills, familiarity with Microsoft Office programs and research.
* Must be detail-oriented, organized, self-motivated, and able to work without supervision.
* Ability to work well under pressure and the ability to seek and synthesize information and communicate in a compelling and succinct form.
*PREFERRED QUALIFICATIONS* * Local government and city agency experience.
* Experience working with Language Access issues and LEP population.
* Bilingual candidates.
HYBRID-WORK ENVIRONMENT This is a hybrid position which means some work will be required to be in-person and some work is able to be done remotely.
Due to the nature of this community facing position, candidates must be willing and able to attend in-person community meetings, fairs, and related events as necessary in Baltimore City, which will require flexible work hours that may extend into the evening and weekend.

* COMPENSATION TIMELINE * Salary range $75,000 - $80,000 * This position will start April 1, 2023 and end in October 2024 Job Type: Full-time Pay: $75,000.
