Main Purpose of Job
The purpose of this position is to ensure that behavioral health services are provided in accordance with the Behavioral Health Administration’s regulations (COMAR 10.
63) and Maryland Medicaid regulations (COMAR 10.
09) through the oversight of announced/unannounced audits/surveys.
This position will assist the Directors of Compliance-MH and Compliance- SUD in writing standard operations policies and procedures with respect to auditing and monitoring all licensed community-based substance abuse and mental health treatment programs; and coordinate internal and external meetings to review compliance trends, identify training needs for providers, and make recommendations for provider quality improvement actions taken by BHA.
The position participates in the development and evaluation of statewide behavioral health services, both public and private, as well as interprets and applies State and federal policies, rules, and regulations.
This position requires familiarity with Federal, Stated, local regulations and National Accreditation standards, and has the ability to communicate information to providers and the general public as well as make recommendations for changes in policies and procedures.
The incumbent in this position not only collaborates regularly with licensed providers and staff within BHA as requested by the supervisor, but also with representatives from a multiagency committee, including the Core Service Agencies (CSAs), Local Addiction Authorities (LAAs), Local Behavioral Health Authorities (LBHAs), Administrative Services Organization (ASO), Maryland Medicaid, and OIG.
This position is an integral part of the mission of the Behavioral Health Administration through regulatory enforcement and educational activities.
MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of administrative staff or professional work.
Notes: 1.
Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS Preferred candidates should possess the following: Master's degree in psychology, social work or related field; Experience in the Behavioral Health treatment sector; Experience with conducting site visits, auditing or compliance review; Knowledge of operating with state policies, procedures and regulations; and, Supervisory experience in behavioral health.
LICENSES, REGISTRATIONS AND CERTIFICATIONS Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period.
This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
