The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland.

Nature of Work: The MDTA is seeking a detail-oriented, organized, and results-driven individual to be responsible for the development, implementation, and management of maintenance and service contracts throughout each of the MDTA’s eight major toll facilities and the Point Breeze Campus.
The Contract Manager will be responsible for every aspect of contract management, starting from the initial stages to the final closeout, for their assigned maintenance service contracts.
They will be an integral member of a team comprising four Contract Managers.
Duties of this position include, but are not limited to, the following: Prepare Invitations for Bids (IFB), Requests for Proposals (RFP), Requests for Information (RFIs), Small Procurement, and Sole Source proposals; Manage contracts after award: monitor funding, compliance, review and approve invoices; Assist the Department of Procurement with the procurement process from solicitation to award of contract including attending pre-bid/proposal conferences, Procurement Review Group (PRG) meetings, and participate in the evaluation and award process; Attend meetings including Finance Committee, PRG, Pre-finance, bid/proposal openings, MDTA Legal, MDTA Board, and Board of Public Works (BPW) meetings, and lead contract administration meetings; Assist the department with regard to daily facility issues including researching products, materials, or services needed; Development of standard operating procedures (SOPs) for the office; Manage projects and programs, and lead, draft and recommend policies or procedures for maintenance and service contracts for the Operations Division; and Manage special projects or other contract management activities as assigned.
Employees in this position will report directly to the Contracts and Projects Program Administrator Manager.

Qualifications MINIMUM QUALIFICATIONS: Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six (6) years of experience in administrative staff or professional work.
** Two (2) years of this experience must include managing service and maintenance contracts.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
