The Maryland Port Administration (MPA) is a 216-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore.
MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state.

General Role Description: MPA is seeking a motivated, positive, and driven Employer/Employee Relations & Employee Benefits professional to join the Office of Human Resources (HR).
The primary responsibility of this position is provide technical advice to/represent MPA management during Progressive Discipline, Settlement Conference, Grievance, and Office of Administrative Hearing proceedings and hearings; and to interpret and apply policy, process changes and elections, and counsel MPA employees in regard to Health Benefits, Leave, Retirement, and related Employee Benefits functions.
Essential Duties and Responsibilities: Some of the essential duties of this position include, but are not limited to the following: Represents MPA management during Progressive Discipline Process, Settlement Conferences, and other Employer/Employee Relation Hearings.
Prepare, file, and defend legal filings, including motions, responses to motions, and requests for discovery.
Prepare witnesses for and conduct direct/cross examination of witnesses in order to defend and promote the best interests of the agency.
Provide technical advice and guidance to MPA Executives, Managers, and Staff regarding agency policy and procedures controlling employee performance evaluation, leave, discipline, probation, drug testing, substance abuse, and grievance processes.
Conduct in-depth research in preparation for grievance and appeal hearings based on Transportation Services Human Resources System, Code of Maryland Regulations, and Annotated Code of Maryland statutes, laws, and regulations.
Serves as a Health Benefits Coordinator/Retirement Coordinator within MPA.
Interprets policies and procedures concerning Health Benefits, Leave, and Retirement to MPA staff.
Reviews and approves health benefits forms, changes, and elections.
Reviews and approves retirement forms, including enrollment, designation of beneficiary, final application, and claims for service forms.
Counsels and advises employees and families of deceased employees on retirement options, service credits, disability retirement options, and overall eligibility for retirement.

This position reports directly to the MPA Employer/Employee Relations & Employee Benefits Manager.

Experience: Four years of professional HR work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employment services and benefits, employer-employee relations, HR program evaluation, or HR policy formulation.
**Selective Qualification: Two (2) years of experience must include professional employment services and benefits or employer-employee relations work.
** SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills, and abilities).
No substitutions are allowed for a Selective Qualification.

For employer-employee relations positions applicants may substitute the possession of a Juris Doctor or equivalent degree from an accredited school of law for up to four years of the required experience.

Armed Forces military service experience on a year for year basis for up to four years of the required education.
