Overview:
Jensen Hughes Legal + Compliance department is seeking an Export Control Specialist and Facility Security Officer (FSO) for our Baltimore, MD location to oversee its Export Compliance Program and serve as the Corporate FSO.
The Export Control Specialist role is responsible for ensuring compliance with U.
S.
and international export regulations, including sanctions, as well as evolving the company’s program globally.
This subject matter expert will also be responsible for ensuring Jensen Hughes sites are compliant with security requirements defined in export regulations and Jensen Hughes procedures.
The Corporate FSO role is responsible for day-to-day onsite security operations within our Baltimore office and for performing multiple disciplines within security to include (but not limited to): personnel security, physical security of the cleared facility including alarm responses, classified document control, visitor control, providing access briefings, completing/submitting access paperwork, indocs/debriefs, conducting annual security audits to ensure compliance, and government directive implementation.
Responsibilities: Provide guidance and advice regarding import/export and security matters to peers and upper-level management, in compliance with all applicable laws and regulations Maintain a working relationship with governmental agencies such as the Department of Energy (DOE) National Nuclear Security Administration (NNSA), Defense Counterintelligence and Security Agency (DCSA), NRO (National Reconnaissance Office), NSA (National Security Agency) and NRL (Naval Research Laboratory) Manage recordkeeping and reporting requirements Attend trainings and workshops, as needed Perform other duties and provide administrative support for the Legal team, as needed Export Control Lead, support, and execute export control initiatives under guidance and direction of corporate counsel Evolve an enterprise-wide export control program across North America and overseas Stay current with proposed trade compliance laws and approved regulatory changes that may impact the Company’s trade compliance activities Ensure all export transactions comply with 10 CFR Part 810 Assistance to Foreign Atomic Energy Activities, U.

International Traffic in Arms Regulations (ITAR), Export Administration Regulations, and Office of Foreign Asset Controls (OFAC) Collaborate with Legal + Contracts to advise on export control contractual language and recommend changes, as needed Draft and manage export control applications and authorization requests Manage the internal clearance of staff and subcontractors viewing or working on U.

nuclear projects Advise on employee international travel and working abroad Develop and maintain the Company export control policies, procedures, and trainings Implement company-wide export control education program Security Provide oversight and management of security in accordance with the National Security Program Operating Manual (NISPOM), as applicable, for Jensen Hughes Baltimore office Serves as program manager for the Jensen Hughes security program, working closely with all Jensen Hughes Facility Security Officers Investigate and report security violations Perform Industrial Security Facilities Database validations and manages the site CAGE code profile via NISS Serve as the ITPSO (Insider Threat Program Senior Officer); facilitate committee meetings and manage the Insider Threat Program Review and provide security guidance on classified contracts Provide security awareness education training and annual refresher training to all cleared personnel Ability to assist in development of specific security information protection plans per client request Qualifications: Must be a U.

citizen holding at a minimum Secret Clearance and must be able to obtain a Top-Secret clearance and meet eligibility requirements for SCI access Bachelor’s Degree with 3+ years of experience managing and implementing export control and security program requirements in a professional services environment or an additional 3 years of related experience in lieu of degree Self-motivated and self-directed with strong communication (written and verbal) skills Highest level of professionalism with the ability to maintain confidentiality and demonstrate situational awareness Demonstrated ability to collaboratively partner and communicate with program, company and organizational leadership stakeholders Proven track record of completing tasks on time and per company and government regulations and guidelines Approachable, flexible and adaptable to change in a fast-paced environment Experience working for a global company Ability to travel, as needed Computer proficiency in MS Office products and working knowledge of DISS, NBIS, eMASS Export Control Ability to analyze, research, and assess domestic and international trade regulations Good understanding of trade laws and regulations, such as 10 CFR Part 810 Assistance to Foreign Atomic Energy Activities, U.
