*JOB DESCRIPTION* *JOB TITLE: Homeless Veterans’ Reintegration Program (HVRP) Community Outreach Coordinator* *SUPERVISOR'S TITLE: HVRP Deputy Program Director* *SALARY: *\_$50,000 - $60,000/year, commensurate with experience *LOCATION:* *SCHEDULED HOURS: *\_40/week \_ *WHAT IS THE MAJOR PURPOSE OF THE JOB?* *JOB TITLE: Homeless Veterans’ Reintegration Program (HVRP) Community Outreach Coordinator is *a grant-funded, full- time, contractual position.
*The position is non-administrative, non-managerial, and non-supervisory.
* The Community Outreach Coordinator develops and executes HVRP outreach strategies and conducts assessments/intakes/enrollments.
Further, the Community Outreach Coordinator has a caseload of clients and provides case management services for eligible enrolled HVRP clients assigned by the NVHOH HVRP Deputy Program Director.
The individual will provide referrals to local in-demand training opportunities for clients and will assist the HVRP Deputy Program Director in tracking referrals and job placements.
*LIST THE MAJOR JOB TASKS/DUTIES:* Overall responsibilities include, but are not limited to the following: *OUTREACH:* * Uses a flexible, non-threatening approach to meet Veterans where they are; * Identifies a stream of potential participants, to determine which Veterans will be good candidates for HVRP; * Conducts comprehensive outreach, recruitment, and engagement activities targeted toward locating, identifying, educating, engaging, and linking homeless Veterans to employment opportunities, workforce development, and other supportive services; * Develops and implements a strategic, intentional, and comprehensive Outreach Plan for the NVHOH HVRP Program; * Organizes or participates in local Veteran Stand Downs, community events, and job fairs; * Works with the NVHOH HVRP Deputy Program Director to develop and maintain relationships with the local VA and VA Healthcare System, local American Job Centers, the Maryland Department of Public Safety and Correctional Services, public benefits agencies, governmental agencies, Veteran shelters, other shelters/temporary housing agencies, faith-based organizations, and community-based organizations that serve low- income, at-risk, and homeless Veterans; * Conducts street outreach, as directed by the NVHOH HVRP Program Director; * Targets the “most in need” Veterans and those who would otherwise be difficult to locate or serve; * Participates in multidisciplinary meetings and regular supervision; * Maintains outreach efforts and contacts on the HVRP Outreach Program Tracking spreadsheet; * Attends internal and external professional development trainings and conferences, as required; and * Performs these and any other related duties assigned by the NVHOH HVRP Deputy Program Director.
*INTAKE, ASSESSMENT, AND ENROLLMENT:* * Conducts intake to lay the foundation for building rapport and screening a potential participant for enrollment; * Determines whether a potential participant is able to participate in and benefit from HVRP services (not necessarily be immediately ready to find employment); * Conducts an initial assessment to determine if the potential participant is eligible for HVRP and is a suitable fit for the program (assessment includes a realistic understanding of the Veteran’s strengths, weaknesses, barriers, challenges, needs, and assets that will inform next steps, from enrollment to case management and referrals to training and job placement); * Assesses if a potential participant has a goal of seeking employment and conducts intake on these potential participants; * Completes and submits completed HVRP Intake Forms to the HVRP Deputy Program Director; * Collects completed intake packets from the NVHOH Workforce Development Specialist and the Sub-Recipient’s Job Coaches/Case Managers and delivers to the NVHOH HVRP Deputy Program Director (or his designee) for review, approval, and enrollment, if requested by the HVRP Deputy Program Director; and * Performs these and any other related duties assigned by the HVRP Deputy Program Director.
*CASE MANAGEMENT:* * Carries an active caseload of HVRP clients, as determined and assigned by the NVHOH HVRP Deputy Program Director; * Assists HVRP clients to access supportive services to address barriers and achieve employment outcomes; * Utilizes a Veteran-centered approach to develop an Individual Employment Plan (IEP) based on the client’s strengths and preferences while addressing barriers; * Helps each client to navigate what can be a difficult and complicated journey to employment; * Conducts active case management by developing rapport and trust with clients; * Determines whether a client needs any participant costs (such as training fees, work clothes, transportation assistance, etc.
), and submits timely requests to the NVHOH HVRP Deputy Program Director and the NVHOH HVRP Grant/Fiscal Manager; * Maintains regularly updated case notes in each client’s chart, including case notes on participant costs and copies of receipts/invoices supporting participant costs; * Provides case management technical assistance to NVHOH HVRP staff and the Sub- recipient staff, if requested; * Recommends training opportunities to Veterans, if needed, that are targeted to the specific industries, occupations, and skills that are in demand in Baltimore City, Maryland and are based on the initial assessment and the IEP with the Veteran; * Maintains spreadsheet of clients enrolled, placed, and tracked at 30-, 60-, 90-, 120-, and 365-day intervals (post-placement); and * Performs these and any other related duties assigned by the HVRP Deputy Program Director.
*CULTURAL DIVERSITY AND INCLUSION* * Works effectively with individuals from diverse communities and cultures *EDUCATION/TRAINING REQUIRED FOR THE JOB* * Bachelor’s Degree in Accounting, Business Management, Social Work, Counseling, or Human Services from an accredited college or university; Master’s Degree preferred *SKILL/EXPERIENCE LEVEL REQUIRED FOR THE JOB* Previous experience required – Minimum 10 years of case management, outreach, and workforce development experience, working with Veterans or Veterans experiencing homelessness; employment counseling experience, preferably working with Veterans.
Knowledge of Baltimore City Veteran resources and social services support agencies.
Veteran preferred, but not required.
Demonstrated ability to work with colleagues who represent a diversity of work and conflict resolution styles.
Demonstrated ability to work effectively in informal and formal teams with individuals from diverse communities and cultures.
Demonstrated ability to work with a team of colleagues who represent a diversity of work and conflict resolution styles.
Demonstrated leadership and conflict resolution skills among people from a variety of cultures and backgrounds.
Knowledge/ability to operate certain equipment, machines, software: Position needs to be familiar and able to use the basic Microsoft Office tools for computer proficiency.
Typing Speed: None required Must be proficient in utilizing PC computer.
*WORKING CONDITIONS/PHYSICAL REQUIREMENTS* Outdoor/indoor, travel/driving, physical demands, etc.
: In an office with travel to meetings, as necessary.
*SUPERVISION* \*Title of supervisor: HVRP Deputy Program Director \*Amount of supervision received: Monitored/assessed weekly, bi-weekly or monthly; post- probationary and annual performance evaluations; confers with supervisor occasionally \*Ability to work independently with minimal supervision \*The number and level of people supervised: Not applicable Job Types: Full-time, Contract Pay: $50,000.
